Supreme commander of URFB shot dead

As per our corrospondent, the supreme commander of United Revolutionary Front of Bhutan (URFB) was shot dead on the 19th Feb. 2010 at Itabhatta, Mechi Nagar 13, Jhapa, Nepal - one km north of National Highway. The supreme commander Mr. Ramesh subba (Fago), also called Kaila Fago, had been there at his kinsmens house for some days. Kakarbhitta O.C. found three Khokas of 7.62 Chinese pistol at the spot scattered on the ground.

Till now, no individual or organization has claimed for the incident. It has been said that the incident took place from within the URFB members those who were unsatisfied with Kaila Fago. The analyst say that this kind of incident will not serve the democratic movement of Bhutan rather it will encourage the despotic regime and fustrate the freedom fighters.

There have been many incidents of threat to life to the Bhutanese refugees languishing in the UNHCR run camps in eastern Nepal in the name of some armed organizations mushrooming within the refugee community. But recently it has come on the light that some individuals by themselves and some groups backed by the reactionary forces have accused the CPB (MLM) in such filthy games. Particularly the "Birat Clique", which has shrunk into a handful of cadres, has been engaged in such conspiracies to befool the masses and to serve its reactionary godfather.
At present, there has been a great destructive contradiction in the clique. Most of the cadres have attacked Birat on the question of true leadership and mass arrest of the cadres after the received of letter sent by the cadres from jail. They have accused one of their leaders, N.P.Kafley, as a traitor and the agent of the enemy. They have asked Birat to investigate into the matter immediately because they all have been mislead by Kafley resulting to the fraction of the CPB (MLM) and mass arrest of the cadres.
But instead of fulfilling the cadres demand the "Birat clique" has been engaged in defending Kafley to further serve its reactionary godfather. Since there is no support from the people, most of the cadres of the clique have joined the process of 3rd country resettlement process. But the noteworthy thing is that they have accused CPB (MLM), led by Com. Vikalpa, the founding G.S. of the glorious party, while seeking security in the offices of CMC, IOM, and UNHCR that they have been threatened for their life, which is absolutely a false interpretation. They have also been engaged in threatening the people in the camps in the false name of the CPB (MLM) to defame and encircle the party as far as possible.
Hence, what we assure the people of the camps and to all the individuals and groups is that CPB (MLM) has no such policy which is against the interest of the people and democratic struggle. If there has been any such case, we strongly condemn it and once more clarify that it has been a conspiracy against our glorious party CPB (MLM). We are always with the justice loving people of Bhutan and the world community to observe the Human Rights and to safeguard the democratic norms and principles.

An Interview with Com. Vikalpa, the founding G.S., CPB (MLM)

Q: What is the official view of CPB (MLM) on the 3rd country settlement programme of refugees?
»First of all thanks a lot for your queries. We have already published our party's official view several times on the resettlement of the refugees. Although it is crystal clear that the programme has been organized to paralyze the PW in Bhutan, headed by US imperialism along with domestic feudalism and the Indian expansionism, we have no concern if it is done on the ground of humanitarian view among the willing lots. But we strongly oppose to its unfair and coercive means practiced against the unwilling people.
Q: Just before the resettlement process began, majority of the refugees were against resettlement. But this is not the case today. Over 50,000 refugees have already applied for resettlement. Sources say refugees had hoped that your party would liberate Bhutan from the king and make Bhutan the youngest democracy. But after your party suffered split, people stopped believing in you and saw their future in western countries. Is it true? Will some refugees stay with you for the PW? If so, how many?
» You are absolutely correct that the majority of refugees were against resettlement programme in the initial stage. But, by and by, US imperialism along with its lackeys/agents compelled the refugees to fill in the forms adopting various coercive means to materialize their intrigue. But the very fact that has come up on the floor is that within this short span of time, many of the refugees in the western world are regretted for their decision. They have even suggested their kinsman not to follow their footprints since they are captivated in the claws of imperialism.
Regarding the PW, what we would like to say is that our party is the only party that has been established in the soil of Bhutan (Prior to the election drama of the govt.) and still has its base both inside and abroad. Since we consider Bhutan as the primary zone of struggle and exile only the secondary one, we don't think that the 3rd country resettlement programme will affect the PW to that extent as your question has revealed for. Anyway, good of you for sending us your queries.
Q: Why did you split? What are your strategies now?
» The split in the party took place on the ideological ground. Actually, in a true sense, it is not a split; it is a dichotomy in the party line. Had there been split, they would have formed their own party by now. But they are still clinging to our party, CPB (MLM), and spreading rumor of the split to fulfill their selfish dream. Our party has declared those vigilantes as the "Birat Clique" and has been educating the cadres against the "Birat Tendency".
Birat Clique has been declared as the wrong element since they have deviated from MLM to the Focoism. The other point of dichotomy is that they accept party manifesto, constitution, programme and policy propounded by G.S., Com. Vikalpa, they even don't have disagreement with the Vikalpa's analysis and synthesis on the national and the world situation, but they only wanted to replace Vikalpa to fulfill their parochial outlook. In addition, the clique has been indulged in several unfair means to demoralize the PW to serve its guardian deities (Domestic feudalism, Indian expansionism and the US imperialism).
These days they again claim of being Marxist-Leninist-Maoist to eyewash and regain support of the masses. They have started saying Focoism only their tactic. If it is so, we don't see any reason to split in the past. But they were very rigid in the military tactic in the past. They were in favor of single tactical line all over the country just like strategy. Since they received severe set back on this line, they are again back to MLM but are again unwilling to accept and confess their mistake. Hence, the political and military superiority of the mainstream over the Birat Clique has been clearly manifested by the above facts.
These days the main conspirators of the so called Birat clique have been appealing for their security in the office of CMC, UNHCR, IOM and Nepal government stating that they are threatened to life by Com. Vikalpa and CPB (MLM), which is an absolutely false story created by them to infiltrate in the 3rd country resettle programme for their safe landing. In fact, they are not in the true sense interested to struggle for the liberation of the Bhutanese people but have come to manipulate the party and the revolution in the interest of the main enemy, ie. Domestic feudalism, Indian expansionism and US imperialism.
Q: It seems that most refugee youths will resettle in the western countries. What will be your party's fate then?
» The settlement of some of the refugee youths in the western world will not do much harm to our party. It is already mentioned above that the base of CPB (MLM) is not exile but in the soil of Bhutan. The primary zone of struggle too, is Bhutan and not the refugee camps. We have considered camps as the helping zone of the protracted PW.
Q: It is said that it is difficult to wage PW in Bhutan due to the heavy presence of Indian Army. Is it due to this reason that you failed to wage PW in Bhutan?
» The presence of Indian army is not less than double of that of the Royal Bhutan Army (RBA) in Bhutan. But it is not the hindrance rather source of power and inspiration to wage the Great PW in our own peculiarity. If it would be the magical weapon to avoid PW, there would have not been any incident of PW in the Indian Territory. CPB (MLM) has already initiated the Great PW in the soil of Bhutan since 04/06/2008. Our party has also offended second time on 28/06/2008, revealing the death casualties of 3 security men, 3 severely injured as the continuation of the Great PW. At present, we are preparing to carry out the struggle from the further higher plane.
Q: What is your relationship with CPN (Maoist)?
» Since we have ideological affinity, i.e. Maoism, we consider CPN (Maoist) as the source of inspiration. Not only we, but the world community has given and taken many valuable experiences from the great PW in Nepal. Except ideological affinity, we don't have any other kind of relationship with them.

16th SAARC summit in Bhutan

This time, the 16th SAARC summit is going to be held in Thimphu, the capital city of Bhutan, from 27th to 28th April 2010. According to the information published in various medias, the summit will be commenced from 27th April, in the presence of the representatives of all the member countries and the guests and observant from all over the world. And it will be concluded on the 28th April with the great Thimphu Declaration.
In that very occasion, the CPB (MLM) has requested all the SAARC members to raise the hidden issues of Democratic Struggle and Human Rights plight in Bhutan. CPB (MLM) believes that if those issues be raised, it would be a great mercy upon expelled and suppressed Bhutanese who have been longing for the Democratic change since a long time.
CPB (MLM) further clarifies that raising arms on behalf of the people of Bhutan is not the party's romanticism rather it has been a compulsion. Again it assures that instead of alleging the revolutionary groups as the terrorists, if the summit paves way to conduct their activities in a peaceful way in Bhutan, no other alternative would be superior to that in giving the Bhutanese political unrest a durable solution. If that happens, people of Bhutan would be highly grateful towards the SAARC countries which can further more help to develop a cordial relationship among the SAARC members.
CPB (MLM) calls upon all the political parties, NGOs, INGOs and the individuals of Bhutan to come to a single platform to fight for the common cause, i.e. the Great Democratic Change in Bhutan.

Com. Vikalpa pays homage on the passing away of Girija Prasad Koirala

According to the press release, received on 22nd March 2010, Com. Vikalpa, the founding General Secretary of the Communist Party of Bhutan (Marxist-Leninist-Maoist), has paid a deep homage on the passing away of the great Nepali democratic leader cum President of Nepali Congress Mr. Giriza Prasad Koirala, on 20th March 2010, on behalf of the CPB (MLM) as well as on behalf of the Bhutanese freedom fighters as a whole.
He, further says that Koirala had done many remarkable things in support of the Bhutanese democratic struggle in the past. It is also mentioned that Koirala had shown great endeavor in support of the Bhutanese refugees and the struggle to return to the homeland, though not succeeded, as much as he could.
Lastly, in the release, he expects the similar co-operation and the helping hand from the Nepali Congress as well as from all the Nepali organizations and leaders towards the Bhutanese refugees and the Bhutanese freedom struggle which has been going on since a few decades. The release also appeals all the democrats and the world community to review the Human Rights condition in Bhutan and extend helping hand in the on going democratic struggle since a few decades.

Widening partiality in Bhutanese refugee camps.

Oct. 2009: The Bhutanese refugees those who are scattared in the eastern Nepal under the UNHCR run camps, are now encountering a number of ghallanges. The respective organizations responsible for the management of rations issued only the half quantity of it last week in most of the camps. But Khudunabari and Timai camps strongly refused to accept the proposal. Hence, the respective organizations promised to issue the earlier quantity of rations from 30th October 2009 in all the camps.

The Bhutanese refugees say that there have been a severe partiality between those who are going to 3rd country resettlement and those who opting to return to their original homestead. Not only in the distribution of rations but the partiality have been very severe in the medical facilities too. The 3rd cointry resettlers have been provided with all kinds of medical treatments incurring even some lakhs of ruoees where as others are ignored inhumanly. They get minor treatment in the camp based health centres and sometimes in the AMDA hospital but in rare case, say the victimized refugees.

Prisoners Harass in Chemgang Jail

Oct. 2009: After the guerilla attack on the camp of security force on 12th Octover 2009, the Bhutan Government has started unnecessary harassment to the political prisoners of Chemgang Crntral Jail. Reportedly the attack was carried out by the United Revolutionary Force of Bhutan to pressurize the government to make serious on the basic political demands of the people. But the government claims that the attack was carried out either by the Communist Party of Bhutan (Marxist-Leninist-Maoist), in short, CPB (MLM) or was done under the leading role of CPB (MLM).
The political prisoners of Chemgang have appealed all the NGOs, INGOs and others to take up the matter with the Government of Bhutan and make it observe the Int’l protocol on the political prisoner. They have also appealed to pressurize the government to allow all the prisoners to continue their study and give examinations from the jail itself. They have appealed the government to be sincere towards the world community and convert the jail from the torture centre into a reform institute, from where nation building lessons are to be given. They have also appealed especially the Red Cross society and the Amnesty Int’l to visit the jail and work according to the real situation of the Bhutanese prisons and the prisoners.
